How the Fair Deal contribution is calculated

  1. Take 80% of assessable income: income after income tax, USC and PRSI, less allowed deductions such as health expenses and some housing costs. You keep at least 20% of your income, or 20% of the maximum State Pension (Non-Contributory) if that is more.
  2. Add up assets, take off the first €36,000 (€72,000 for a couple), and take 7.5% of the rest a year. Divide by 52 for a weekly figure. The home counts only for the first 3 years in care.
  3. For a couple, use half of the combined income and assets.
  4. Add the two. The HSE pays the rest of the nursing home's agreed price.

Example. A single person has income of €400 a week, savings of €100,000 and a home worth €300,000. The contribution is €320.00 from income, €92.31 from savings (7.5% of €64,000, divided by 52) and €432.69 from the home: €845.00 a week in total. In a nursing home costing €1,300 a week, the HSE pays €455.00. With the Nursing Home Loan, the person pays €412.31 a week now and the home part is repaid from the estate. After 3 years the contribution falls to €412.31.

If the same figures belonged to a couple with combined income of €800 and one partner going into care, the contribution would be €556.54 a week.

How much do you pay under Fair Deal?
80% of your assessable income plus 7.5% a year of the value of your assets, after the first €36,000 of assets (€72,000 for a couple). The HSE pays the rest of the nursing home's agreed price. You never pay more than the cost of your care.
Is the family home included in Fair Deal?
Yes, but only for the first 3 years in care. That is the "3 year cap": at most 22.5% of the home's value in total. After 3 years the home no longer counts, even if you stay in care. For a couple where one partner stays at home, the cap on the home is 11.25%.
What is the Nursing Home Loan?
The part of your contribution that is based on land or property in the State, such as the home, can be deferred. The HSE pays it for you and it is repaid from your estate after your death, or earlier if the property is sold. This is the Nursing Home Loan, also called Ancillary State Support.
How are couples assessed?
The person in care is treated as having half of the couple's combined income and assets, so the rates are in effect 40% of combined income and 3.75% of combined assets above €72,000. A partner at home keeps at least half of the couple's income, or the maximum State Pension (Non-Contributory) if that is more.
How much income do you keep in a nursing home?
At least 20% of your income, or 20% of the maximum State Pension (Non-Contributory) if that is more. With the 2026 pension rate of €288, that is at least €57.60 a week. Budget 2027 announced €298 from January 2027.
Does the price of the nursing home matter?
The HSE pays the difference between your contribution and the price the nursing home has agreed with the National Treatment Purchase Fund. Extra charges for things like social programmes, newspapers or hairdressing are not covered by Fair Deal and are paid separately.
What about assets given away?
Assets transferred in the 5 years before you apply are counted as if you still had them. Income you gave up in that period is counted too.
